UPDATE · OCTOBER 22, 2026

The payment questions remain.

Western Berks has apologized for confusion over its mailing and says the appeal to residents of member municipalities sought voluntary donations. It is offering a return-or-donation choice for certain membership payments. We have not verified that any payments from this mailing have been returned.

Borough Manager Eden Ratliff forwarded Tony Tucci’s statement on October 22. The clarification is also publicly available on Western Berks’ website. Tucci says a generic marketing piece served the whole area to save printing costs, while residents of member municipalities received donation-specific response cards. [7]

The response card supplied to us is a donation card. But the accompanying history card invites readers to “Join Membership,” and neither supplied piece explains Wyomissing’s municipal membership. Tucci says the generic card was intended to save printing costs. That does not explain leaving out the membership Wyomissing already paid for in 2026.

Who paid, and what happens to their money?

Eden wrote that Tucci told him Wyomissing has “two residents who are members” and that Tucci had “apparently” contacted them. No supporting payment records were supplied with that response. The “two residents” figure does not establish how many people were confused or paid under a misunderstanding.

I asked which coverage periods and payments were involved, and whether money had been returned or retained as donations with the residents’ informed agreement. Those questions remain unanswered in the correspondence reviewed.

Western Berks’ offer specifically covers payments designated for individual membership in response to this mailing: it says those residents will be contacted and may choose a return of their payment or a voluntary donation. That promise does not establish completed contact, refunds or consent.

I also asked the Borough to seek a review of payments made on the donation card by people who believed another payment was needed for membership. The statement does not expressly address that group.

The clarification also lists emergency-transport benefits, three lift assists per membership year and exclusions, including charges for evaluation or treatment without transport. Those are Western Berks’ stated terms; the Borough’s applicable coverage dates and 2027 renewal still need confirmation.

The distinction was already raised in 2023

At the November 14, 2023 Council meeting, during consideration of the 2024 program, Tucci said there would only be donations and that individual membership checks already received had not been cashed and would be returned. The recording below establishes that assurance. It does not prove those returns occurred, but it shows this distinction was already understood.

The apology and payment-return offer are welcome. Residents still need a clear explanation of what public money buys and what happens to payments made under a misunderstanding. In my October 22 reply, I asked the Borough to:

  • Publish its own notice explaining the 2026 membership payment, benefits, coverage dates and status of 2027 coverage.
  • Obtain a concrete correction and payment-review plan that reaches households receiving the mailing.
  • Seek competitive proposals through an RFP, comparing qualified providers on service, staffing, resident benefits, price and accountability—and be prepared to replace Western Berks.

The correspondence reviewed contains no Council decision on those requests. The recorded $87,232.50 payment for 2026 remains documented; complete current coverage dates and an operative 2027 renewal remain unresolved in the records reviewed.

The Borough Paid the Membership. The mailer doesn’t say.

The June 2026 register records $87,232.50 for municipal membership. The supplied mailers don’t explain the Borough-funded benefit or what buying a separate membership adds.

A membership invitation should tell Wyomissing residents what their Borough already buys—and what another purchase would add.

Two Western Berks mailing pieces supplied on October 20 make that question concrete. A 65-year history card invites readers to donate or join membership. A separate form is labelled “2027 ANNUAL FUND DRIVE.” Neither supplied piece explains Wyomissing’s Borough-funded membership or identifies an additional benefit from a separate retail purchase. Residents received both pieces together with a return envelope. [1]

This follow-up adds the supplied mailers and a newly included 2023 Council exchange about municipal membership, donations and individual checks.

Donating and buying membership are different decisions

The materials do give reasons for financial support, including equipment, fleet, training and community programs. Municipal contributions, insurance payments and voluntary donations can coexist.

The problem is the missing comparison. The history card’s membership invitation does not explain existing municipal coverage. The 2027-labelled donation form does not establish the terms or dates of a 2027 municipal renewal—or even identify the anniversary card as a 2027 membership offer.

Both supplied QR codes lead to Western Berks’ payment page. Its online form separates invoice payments, donations and membership purchases. Those are different transactions. [3]

What is already covered—and what is still unclear?

The Borough’s current EMS page lists Wyomissing as a member municipality and says public support covers residents’ community membership. It describes insurance-first billing and acceptance of the insurance payment for eligible emergency transports, subject to program and insurance rules. That is not a promise that every ambulance-related service or charge is covered. [2]

Tucci addressed individual checks in 2023

At Council’s November 14, 2023 meeting, Tony Tucci asked for support for municipal membership. The minutes summarize individual memberships ending in participating municipal areas while voluntary donations remained welcome. The recording gives the check discussion in the speakers’ own words. [6]

NOVEMBER 14, 2023 · ONE CONTINUOUS EXCERPT · ABOUT 2 MINUTES 38 SECONDS

Municipal membership, donations and uncashed checks

Tucci’s municipal-membership explanation includes Fred Levering’s check interjection and William Jenckes’s closing praise, followed by Tucci’s thanks. Original sound; one continuous, full-frame excerpt resized for playback, with no internal cuts, narration or added subtitles. Source and exact interval.

Open the video separately.

Tucci: “Yeah, there will be—there will only be donations.”

Fred Levering: “Anybody who’s already sent their check—”

Tucci: “—has not been cashed and will be returned to them.” [6]

That was a discussion about returning uncashed checks, not evidence that processed payments were refunded. It explains the distinction discussed in 2023; it does not establish today’s refund policy, complete benefits or a 2027 renewal. The current-year payment record supplies a separate part of the picture.

Western Berks’ retail page describes uninsured emergency coverage, three lift assists per membership year and certain transport discounts, alongside exclusions. Its fuller descriptions do not establish that those benefits are absent from the municipal package or that buying retail membership adds them. A comparison needs the complete terms for the same period. [3]

The public explanations also conflict. The FAQ includes medically necessary non-emergency ambulance transportation; the detailed membership page excludes non-emergency or scheduled transports. The FAQ’s municipal list omits Wyomissing, while the Borough expressly includes it. These inconsistencies need correction; they do not establish that Wyomissing’s coverage ended.

Put the comparison beside the invitation

The Borough and Western Berks should publish one dated, readable explanation answering:

  • Who qualifies for municipal membership, for which coverage dates, and on what terms?
  • How do uninsured transports, lift assists, discounts, exclusions and treatment without transport compare with retail membership?
  • What, if anything, would a separate purchase add for a Wyomissing household—and how does enrollment prevent an unnecessary purchase?
  • What municipal coverage has actually been agreed for 2027, and what additional needs would voluntary donations support?

The checked records and current webpages do not settle that comparison or establish the operative 2027 renewal. Funding proposed in a budget is not itself a dated benefit agreement. Nor do these two mailers establish compulsory extra payment, duplicate billing or deliberate deception.

Clear benefits are also essential to judging value. Council should compare equivalent service, resident benefits and total cost through open proposals from capable, appropriately licensed providers, including Western Berks. Regional EMS examples include Penn State Health Life Lion EMS and Muhlenberg Area Ambulance Association. The County’s EMS directory identifies regional operations; it establishes neither an available Wyomissing offer nor a better price. No successor should be presumed, and this is not a finding that an RFP was legally required. [5]

Residents are free to donate. Before asking them to buy membership, explain plainly what their Borough already funds and what paying separately would buy.

Sources and scope

  1. Two original, two-sided mailers supplied October 20: 65-year history/action card and 2027 donation card. Issue date and wider distribution remain unestablished. Residents report receiving the two pieces together with a return envelope; envelopes and postmarks were not independently inspected. Display copies remove unused scan margins and pair the sides; existing original edge clipping remains. No printing was reconstructed.
  2. Borough municipal-membership explanation, checked October 21. Current webpage, not an executed benefit agreement or proof of 2027 renewal.
  3. Western Berks’ retail membership terms, payment form and FAQ, checked October 21. QR payloads were previously decoded from both supplied scans. The non-emergency-coverage and municipal-list conflicts remain unresolved. Posted retail prices are not expressly dated as 2027 rates.
  4. June 2026 register, physical pp. 1 and 4. Header/row crops above; previously published register excerpt. Both payment amounts were already reported October 18; the August 4 reconciliation field is additional confirmation, not a new payment discovery. Bank clearance, provider credit and the complete annual/current obligation are not independently established.
  5. Berks County EMS directory and retained municipal/provider comparisons, checked October 21. Fleetwood Borough identifies Life Lion as its ambulance/paramedic provider; Muhlenberg Area Ambulance Association’s agency site describes service to Muhlenberg, Laureldale and Alsace. These are regional operating examples. A roster or municipal-service description is not evidence of current capacity, willingness or comparable terms for Wyomissing. No provider endorsement or legal procurement ruling.
  6. November 14, 2023 Council: published minutes, original p. 2, selected facsimile, and our original GoPro recording GX010898.MP4. The continuous excerpt runs from 04:42.700 to 07:20.500, about 2 minutes 38 seconds. It starts just before Tucci’s introduction and ends after his final thanks, before the next public-comment question. The quoted donations/check-return exchange and the speaker handoffs were checked against the recording. Other uncertain wording is not quoted. The minutes summarize the discussion; they are not a verbatim transcript. This historical account does not establish current or 2027 terms.
  7. October 22 update: Western Berks’ “2027 Membership Clarification to Municipal Membership Partners”, visible on its website October 22; Eden Ratliff’s October 22 email forwarding Tucci’s statement; and my reply sent that afternoon. Complete correspondence is retained on file. Eden’s resident count and reported outreach are attributed accounts; actual payment periods, returns and informed donation choices are not independently established.
